What began as a relatively minor bureaucratic instrument has expanded today to be a regulatory powerhouse. The FDA has been a powerful force in informing how Americans eat. An FDA commission assembled by George McGovern in the late 1970s urged Americans to eat a more low fat diet. As a result of these findings, the USDA created a food pyramid that suggested that Americans eat 6 to 12 servings of grains per day and to eat fats and oils sparingly. Many nutritional researchers and dieticians, such as the late Dr. Robert Atkins, have contended that the USDA's pushing of this carb-heavy food pyramid has contributed to the modern obesity epidemic.
